Deputy Director - Human Resources

Paul Broughton began his career with the Department of Welfare and Institutions (the precursor of the Virginia Department of Corrections) as the Recruitment Supervisor in 1971 after working two years in the state’s Department of Personnel and Training.

In several Human Resource Manager roles between 1974 and 1988, he was responsible for various human resource management functions including recruitment with a special minority recruitment component, human resource policy development and implementation, EEO and Affirmative Action Plans and Programs, and employee programs. Additional special assignments were accomplished in areas such as implementing a major reorganization of the Department, reductions in force, opening new facilities, implementing new performance planning programs and providing training in areas of responsibility.

Broughton served as Deputy Human Resource Director for the Department of Corrections from April, 1988, to January, 1990.

Broughton was named Human Resource Director in January, 1990, responsible for all human resource functions and the Academy for Staff Development. Director Johnson elevated the position to Deputy Director for Human Resources in June, 2004.

Broughton is a graduate of the College of William and Mary and is an active member of the American Correctional Association.
