The Board of Corrections is guided specifically by Title 53.1, Article 2, of the Code of Virginia.
Nine members are appointed by the Governor, subject to confirmation by the General Assembly. Members serve at the pleasure of the Governor for terms of four years. No person shall be eligible to serve more than two full consecutive four-year terms.
No director, officer, or employee of an institution subject to the provisions of this title shall be appointed a member of the Board.
The Board shall meet at least six times each calendar year and at other times as it deems appropriate. Five members constitute a quorum. The Chairman and Secretary are selected from the membership. The main office shall be in Richmond.

The Board shall promulgate regulations to effectuate provisions of Chapter 5.1 of Title 32.1 for human research.
The Board in the exercise and performance of its functions, duties, and powers is authorized to hold and conduct hearings, issue subpoenas requiring the attendance of witnesses, and the production of records, memoranda, papers, and other documents, to administer oaths and to take testimony thereunder.
The Board may authorize the payment of medical expenses incurred by a prisoner after his release or discharge from the Department when such expenses are the result of an injury suffered by the prisoner while incarcerated and not caused by the misconduct of the prisoner.
