Procurement using eVA

The VADOC and other Commonwealth of Virginia agencies post all business opportunities on eVA, Virginia’s centralized procurement system. To provide goods and/or services to the VADOC, you must become an eVA-registered vendor and accept purchase orders through eVA.

PREA Compliance

All vendors working with the VADOC are required to comply with Prison Rape Elimination Act (PREA) standards. Visit our PREA page and the PREA Resource Center Federal Register website for more information.

SWaM Certification and Vendor Diversity

The VADOC supports working with small businesses and diverse vendors in our procurement opportunities. We encourage all businesses that qualify to obtain certification as a SWaM (Small, Women-owned, and Minority-owned) vendor, in addition to other certification types.

There are no fees associated with SWaM certification, and it provides many advantages, including, but not limited to, access to the Commonwealth's SWaM Set-Aside Program and lower eVA fees.

We highly value vendors and appreciate the outstanding service they provide to the VADOC. Our goal is to treat our vendors fairly and with respect.

The VADOC does not solicit or accept any donation, gift, grant, or contract without the written approval of the Governor. Exceptions must have written guidelines issued by the Governor which provide for the solicitation and acceptance of non-general funds.
