Three Arrested in Large Scale VADOC Drug Investigation at Indian Creek Correctional Center

The Virginia Department of Corrections (VADOC) has arrested three suspects, including a former Corrections Officer, and recovered more than $200,000 worth of illegal drugs and contraband, following an investigation into a large-scale drug operation at Indian Creek Correctional Center in Chesapeake.

VADOC Office of Law Enforcement Services (OLES) special agents charged Betty Jo Hoyer of Chesapeake and Michael Norman Hoyer of Norfolk with delivery of drugs to an inmate, a Class 5 felony. VADOC intelligence indicates that Betty and Michael Hoyer conspired with their son, an inmate at Indian Creek, to introduce drugs into the facility.

On September 8, 2024, Betty and Michael Hoyer visited Indian Creek to see their son. While at the facility, the two suspects concealed a large amount of Buprenorphine and Naloxone strips (worth an estimated $200,000), methamphetamine (worth an estimated $10,000), and tobacco (contraband in VADOC facilities) at the facility. VADOC staff later recovered the drugs and after an investigation by OLES, the Hoyers admitted to bringing and concealing the drugs at the facility. 

Krystal Shannon Clay, a now-former VADOC Corrections Officer, was also arrested and charged with delivery of drugs to an inmate in relation to this investigation.

Additional charges are pending for both inmates and civilians.

“Drugs and contraband have absolutely no place in our facilities,” said VADOC Director Chad Dotson. “I want to thank the certified police officers of the VADOC’s OLES for their dedication to this case and many others. I also thank the Corrections Officers at Indian Creek who contributed to this investigation. This was a significant drug and contraband seizure, and their work should be commended by all who value public safety in our Commonwealth.”

The VADOC has zero tolerance for the attempted smuggling of drugs or contraband into its facilities. Anyone with information concerning attempted smuggling can call 540-830-9280. 

This is an active investigation. The VADOC will have no further comment at this time.
