  A program of instruction in literacy, numeracy, and problem-solving skills necessary to function independently in society as workers, family members, and citizens. ABE leads to adult secondary studies in preparation for High School Equivalency (HSE).

  Inmates without verifiable high school diplomas or HSEs scoring at ABE levels 1-4 on the Test of Adult Basic Education (TABE)
